The challenge
Texas court clerks faced significant hurdles in processing payments. Outdated portals and clunky interfaces made it difficult for people to pay their fines—especially over the phone. Clerks had to walk callers through several complex steps, often spelling out long URLs and troubleshooting errors in real time.

A Seamless, Easy-to-Navigate Payment Platform
Intech and CSG Forte delivered a streamlined payment experience tailored for court clerks and simplified for constituents. The platform enables clerks to initiate payments and send secure links, allowing constituents to complete transactions instantly—even while still on the phone.
Text to Pay: The clerk sends a secure payment link via Short Message Service (SMS), facilitating immediate payment directly from the caller’s mobile phone.
Email to Pay: Clerks email a secure payment link that directs callers straight to their account. They can pay immediately, without entering any additional info.
IVR: After receiving an automated call, they’re guided through the payment process in their preferred language, reducing friction and increasing payment completion rates.
The system was designed to reduce friction and support multilingual communication, helping users navigate the process without confusion. Clerks could also accept payments for other precincts, eliminating the need to redirect people to different courts if they call or visit the wrong office.
CSG Forte’s platform also automates payment reminders, ensures PCI DSS compliance for secure transactions and supports flexible payment plans. Together, these capabilities helped Texas courts reduce manual workloads, improve payment completion rates and enhance the overall payment experience.
